I was under the impression that if where applicable when you suggest a product proposal that whenever it comes in through the Ciao database whatever money is applied as a bonus goes onto the person who suggested the product initially. I know this from experience when I did ask Ciao why my account had raised a lot during months which my previous premium funds had sat at zero and was informed about the products I had been writing.
Another thing is, even when these products are suggested by individual members, Ciao doesn't necessarily show the last review written by someone else if for example they didn't suggest the product in the first place and "jumped" in front - and changes due to the proposal put in once the original submitter has put their piece in - well this is what I've noticed with most examples.
At the same time however if people are jumping in front then it does make sense to write the review first, save to disk and wait for the proposal to come through - but checking all the time to see if the product has been added to the database first before waiting for the email from Ciao to confirm.
